If available, compare ATR and transmission spectra or dry the sample before rerunning; moisture or hydrogen bonding may be broadening the 3420 cm-1 band. Use elemental screening such as XRF, EDS, or combustion/ion analysis to verify whether chlorine is truly present. If nitrogen is important to the identification, obtain a complementary Raman, MS, or simple wet-chemical/elemental analysis to distinguish amine-like, amide-like, or salt-containing possibilities.
